Every foster youth deserves dignity, especially during transitions. The Essential Bags Program equips youth, ages 7–21 in Multnomah, Washington, and Clackamas counties, with a brand‑new backpack or duffle filled with three days’ worth of clothing, shoes, undergarments, and hygiene and menstrual supplies.


We deliver, or offer pickup, within 48 business hours for youth entering, moving within, or exiting foster care.

Many of these children enter foster care with nothing other than the clothing they are wearing. The Essential Bags Program addresses this need by providing immediate access to clothing and essential items within 48 hours of a child's transition into, within, or out of foster care.

Program Details

Age Range: 7–21 years

Service Area: Multnomah, Clackamas, Washington counties

Eligibility: Youth with active Child Welfare case undergoing a foster care transition and lacking immediate clothing resources

Delivery Window: Within 48 business hours (pickup or delivery available)

Order Access: Caseworkers, CPS, DHS, placement desk staff, and select partners (not individual resource parents)
